Sid Chow Tan wrote a letter on July 26 to Vancouver police chief Terry Blythe, Owen, and city council to let them know about a single marijuana plant in his home. Tan's letter pointed out that in response to a question from Coun. Sam Sullivan at the July 25 council meeting, Owen said the city would crack down on growers of single plants.
