FINANCING DRUG MEASURE

Here is a practical method of paying for implementation of Proposition 36, 
the drug measure:

We constantly read that it costs $50 to $150 per day to keep someone in 
prison. So, why not take the $50 per day that the prison would have had to 
spend and transfer it to the probation departments? The great incentive to 
make 36 succeed would be that those departments would continue to receive 
the $50 per day as long as the offender stays clean!
