WE LOST THE WAR

The drug war is over, we lost. As difficult as that is to say, it must
be said because it is the truth. A lost war such as this is not
unprecedented. We also lost the war on alcohol. All that we
accomplished during prohibition was to make criminals rich. That is
all that we are accomplishing now. I do not condone using drugs, nor
alcohol, but I do not see any other answer to the problem. People will
always drink. People will always use drugs. We cannot legislate
morality or intelligence.
