CANNABIS PROHIBITION NOT WORKING

Cannabis prohibition is not working. I believe reform will destroy the 
cannabis black market. I believe that legalising marijuana as an adults' 
drug will make it as difficult for children to buy as alcohol and tobacco 
currently are.
