DEMOCRACY IN COLOMBIA

To the Editor: Washington's policy of working with the Colombian government
on anti-drug programs (front page, April 21) is flawed.

Our goal should be to aid Colombia in developing and strengthening programs
that reinforce law and order, stability and democracy. The Colombian people
believe in those objectives and would be willing to help achieve them, much
more so than a rote anti-drug policy.

Order, stability and democracy in Colombia would eventually lead to reduced
illicit drug production and an appreciation for our intervention.
