Ulysses Johnson Jr. and Helena R. Snead were arrested after the FBI investigated allegations that Portsmouth sheriff's deputies were delivering drugs to federal inmates at the Portsmouth city jail. Johnson, 35, of Chesapeake, waived indictment and pleaded guilty Monday to conspiracy to distribute and possess marijuana, a felony. He is to be sentenced Sept. 28. Snead, 50, of Chesapeake, also waived indictment and pleaded guilty to the same charge on Friday. She is to be sentenced Aug. 31.
