The drug debate has plenty of armchair drug-law-reform theorists, but Reverend Langley, at his own professional risk, has overseen the creation of a state-of-the-art facility for chaotic heroin-dependent users in the heart of our city. While this showcase facility sits there unused, virtually every day someone's son or daughter lies unconscious in the streets surrounding Wesley, awaiting the herculean efforts of our MICA units.
