'DRUG WAR' A STUDY IN FUTILITY

It's clear that we are losing the drug war.

I'm not sure what to do about it, but I'm sure that sending troops to 
Colombia will not help. Interdiction is futile. As long as there is a 
demand, the suppliers will find a way to meet it.

I'm not sure how to reduce demand, but getting rid of the "war" metaphor 
might help us find a more rational approach.
