CLOSING SHOPS WON'T CURB DRUG ABUSE

Your editorial said that closing down "head shops" will give the state "a 
new tool for controlling substance abuse."

How wrong you are. Pipes for smoking pot can be made from practically 
anything, including: empty soda cans, toilet paper rolls and tin foil, old 
plumbing fixtures, etc.

Removing waterpipes and the like will not control substance abuse. It will 
only make it more dangerous, as people choose waterpipes in the first place 
to cool the smoke before it hits the back of the throat, preventing damage.
