People who can see past all the "reefer madness" propaganda know that throughout the United States we don't have a drug problem so much as we have a drug prohibition problem. Further scrutiny of failed drug policy will show that prohibition isn't about public safety, it's about public safety budgets. Addiction isn't limited to ingestable substances.
