CANADA'S POT LUCK

Waterloo, Ont. -- A UN agency criticizes Canada for "its lax attitude
toward illegal growers of cannabis" (Pot Growers Coddled, UN Says -- Feb.
21). The agency goes on to note that "the United States has had successes
in dealing with illicit cannabis."

What successes would these be, precisely? Operating the biggest prison
system on the planet? Spending billions on a drug war that is so successful
that next year they will no doubt spend even more? If the U.S. is
"successful" in terms of drug policy, I am thrilled to call Canada a
complete failure.
