CIVILISED?

They say the US has a barbaric legal system (it does) but supposedly the 
English are more civilised.

I might have believed this until I read that a young man (19) had been 
incarcerated by Oldham Magistrates Court for two months.  His crime? 
Growing a single cannabis plant.  The world is impressed!
