The council on Tuesday voted 8-1 -- with Councilwoman Dona Spring dissenting -- to permit medicinal marijuana users to grow 10 plants per year. If grown outside, this would produce 2.5 pounds of dried marijuana and 1.5 pounds if grown indoors. - --- MAP posted-by: Jay Bergstrom
