SHAME IN PERU

The mistaken downing of a small plane carrying American missionaries in 
Peru is disturbing [front page, April 22]. Even more disturbing, though, is 
the lack of consternation over the policies and procedures that led to such 
a use of force.

For a military jet to attack a civilian plane that may be carrying 
contraband is outrageous. It is also grossly inappropriate to impose 
Draconian prison sentences on citizens simply because their illegal 
activity involved drugs. Drugs distort perceptions, not only for those who 
take them but also for those who oppose them.

It is a shame that it takes the slaughter of innocents to make that so 
apparent.
