TIME FOR A CHANGE IN THE DRUG WAR

I'm writing about Martin L. Pilkerton's letter to the editor, "New laws 
won't slow illegal drug flow" (July 8).

No other country on the planet spends more of its resources fighting drug 
abuse, nor does any other country arrest, jail and imprison more of its 
citizens for drug law violations than the United States. Yet no other 
country has been less successful in preventing drug abuse than the United 
States.

We have been escalating the drug war for more than 30 years, and all our 
efforts have been counterproductive. It's time to do something different -- 
substantially different.
