DAMAGING EFFECTS OF CANNABIS LAWS

S.T. KRAMER can use all the sophistry he wants to explain away the
damaging effects of our cannabis laws (Letters, Aug. 4), but the fact
remains that even without a "bona fide criminal record" in existence -
especially since R. v. Hauser (Supreme Court of Canada, 1979) declared
cannabis offences non-criminal - a report of the summary conviction is
still made in the Canadian Police Information Centre computer, and is
accessible to local, provincial and federal police, as well as the
United States Border Patrol.
