LOSING THE WAR

I'm writing about Tuesday's thoughtful editorial: "Drug Wars." Just like in 
the Vietnam War, we are winning most of the battles but losing the war.

Speaking of economics of the war on drugs, in 1969 the federal drug 
enforcement budget was $65 million. This year it's $19.2 billion. That's 
greater than a 295-fold increase.

The net result: anybody that wants drugs can still get them.

It's time to do something different - substantially different.
