No, definitely not. As an R.N. with extensive experience in caring for people with varying degrees of pain, I believe it is morally and ethically wrong for any agency to deny relief. If a person has been informed of any risks and possible consequences of a particular intervention to relieve their pain, there is no reason it should be denied them.
