Marijuana prohibition has been transformed into a major industry. Many people, industries and institutions have a vested financial interest in making sure marijuana never becomes legal in either Canada or the U. S. Both drug dealers and drug warriors have the most to loose if marijuana is legalized. They both would be out of business.
