The answer to the first question would seem to be yes in that "the federal government has submitted documents claiming that marijuana use is connected to increased likelihood of cancer, automobile accidents, psychiatric problems and drug addiction" to the Supreme Court. This being so, the answer to the second must be affirmative as well if society is to be protected.
