Ask Russia about the black market cigarette business -- and tobacco isn't banned there; it's just very expensive. The "nicotine mob" in Russia fears the same thing that drug dealers around the world fear: legalization, fair pricing and regulation. Just like food and alcohol and everything else in life, moderation is the key; defining moderation through prohibition is rarely the answer.
