PRODUCTION AND TRAFFICKING WILL REMAIN A CRIMINAL OFFENCE

THE INTENDED decriminalization of marijuana is further proof the Liberal 
government has the foresight of the average 2-year-old. Minor possession 
will be off the books, while production and trafficking (which, by 
definition, includes to give, transport or send, not just sell) will remain 
a criminal offence. The intended legislation fails to address this. By 
extension, the government is, in fact, counselling the production and 
trafficking of marijuana. Users have to get it somehow. And sales of 
government weed, like booze, using the taxes to finance health care and 
social programs will never happen. It's tough to make a 12-year-old scotch, 
but anyone can grow pot for almost nothing. The government won't see a dime.
