If the government wanted to shrink the black market, it would tolerate personal closet gardens and establish cannabis vendors. Smokers would have the choice to be independent of criminal activity. Amsterdam-style coffee shops let cannabis consumers buy herb from a taxed, legitimate and safe distributor. In addition to pulling the rug from under organized criminals' feet, coffee shops have a valuable reputation of separating the soft and hard drug scene.
