LEGALISE GROWING

The new cannabis law will not reduce large-scale grow operations. If the
government wanted to shrink the black market, it would tolerate personal
closet gardens and establish cannabis vendors. Smokers would have the
choice to be independent of criminal activity. Amsterdam-style coffee shops
let cannabis consumers buy herb from a taxed, legitimate and safe
distributor. In addition to pulling the rug from under organized criminals'
feet, coffee shops have a valuable reputation of separating the soft and
hard drug scene.

(That sounds like legalization, which isn't what this law is about.)
