(''Judge questions fairness, dismisses cases,'' June 16) While news reports refer to the charges as ''minor,'' such editorializing tends to be viewed through the mirror of one's own experience. Whether it's jaywalking, drugs or speeding, all laws should be enforced, whenever and wherever possible, so long as they're on the books. If the laws are arcane or unjust, change them.
