Smith, who served for a time as an assistant to Gulzar Cheema, minister of state for immigration and multiculturalism, was first arrested near Fisgard and Government streets after a two plainclothes officers spotted a man approach a car that had pulled over. Police said a quantity of crystal methamphetamine and some money were found after the car was stopped a short distance away. Smith's second arrest was July 15 when a car was stopped near the Johnson Street Bridge for alleged traffic violations.
