She should support retail cannabis outlets like Da Kine that shift unregulated dealing from the park to a cafe with age-restricted sales. If Vancouver had more cafes like Da Kine, the parks and sidewalks wouldn't be clogged with dealers and smokers that frustrate civic-minded people like Ms. Mosca.
