COLLEGE SCHOLARSHIPS FOR ABSTAINERS

After reading your article, I'm left wondering how placing obstacles
in students' paths to college will help them stay away from drugs.

By setting up a scholarship program that excludes students who have
used alcohol, tobacco or drugs, Gov. Bill Owens seems to be an
advocate of "leaving some children behind."

How can we expect troubled students to work toward bettering their
lives if we banish them from educational opportunities from the get-go?
