ILLEGAL GARDENING?

Person A needs marijuana for medical reasons and gets caught with a couple 
of plants in his house. Person B gets caught driving drunk for the ninth 
time after being involved in a hit and run, yet faces lesser punishment 
than Person A. Why do our lawmakers continue to insist that an illegal 
gardener is more of a threat to society than a repetitive drunk driver?
