POLICE OVERHAUL

Highlights of retired judge George Ferguson's 32 recommendations to fight 
misconduct and corruption: - Mandatory drug testing for officers before 
they get a promotion or are assigned to a high-risk area like the drug 
squad or major crime unit.

- - Cops who use illegal drugs be disciplined or fired.

- - Internal affairs should physically be moved out of police headquarters.

- - Internal affairs should be allowed to set up tests to determine the 
integrity of officers suspected of misconduct.

- - Whistle-blower protection should be in place for people who come forward 
to internal affairs.

- - Psychological testing assessment must be completed, and a personal 
financial background disclosed, before an officer is promoted to management 
or high-risk unit.

- - All cops should have to take a one-day course on ethics, integrity and 
corruption.

- - An overhaul of the way Toronto Police uses informers should be undertaken 
so sources report to the police service not individual officers.
