In doing this, Toronto isn't encouraging drug use, but simply looking at the bigger picture. Sharing needles and using dirty water puts users at a higher risk of contracting HIV, which is an epidemic in today's world. These new clean sites will reduce the risk of people contracting a disease. No one is going to take up recreational heroin simply because the city is handing out needles.
