'HARD-CORE NEEDLE USERS WILL BE REWARDED'

It's hard to say if handing out free heroin to desperate addicts is a good 
idea. It seems as though this would only increase narcotics use, since 
their problem would be supported by the "taxpayers."

How can the government support heroin and be against marijuana? While 
people are being arrested and fined for smoking pot or growing a few 
plants, hard-core needle users will be rewarded with free drugs.
