NEEDLE EXCHANGE PREVENTS DISEASE

In response to the letter regarding the role of needle exchange
programs, I would like to clarify that needle exchange programs in
Ontario are mandated through legislation to decrease the spread of
communicable disease in injection drug users by providing exchange
supplies and counselling.

Over the last 15 years, Ontario has been a leader in the prevention of
HIV and hepatitis among people using illicit drugs. Toronto injection
drug users have a very low rate of HIV compared to many other North
America cities and this can be attributed to the fact that needle
exchange has been available in Toronto since 1989 and is widely
available and accessible. Although needle exchange programs are
available to drug users from any economic background, low-income,
homeless and under-housed people have historically been more likely to
obtain supplies and counselling.

Steroid users are at risk of contracting communicable diseases through
sharing needles and potentially the vials containing steroids. Many
steroid users do not perceive themselves to be at risk for HIV or
hepatitis because they aren't using heroin or cocaine. This erroneous
perception probably puts them more at risk.
