In front of Vice Mayor Joseph Penas and the media, the 13 pushers - one of them a woman - vowed never to return to the illegal drugs trade. They admitted deciding to surrender in order to avoid getting killed by vigilantes believed to be operating in the area. For his part, Digos City police director Chief Inspector Caezar Cabuhat assured the 13 people that he will do his best to ensure their safety.
