Michel Ethier, 49, is still in jail, but says he will be out in time to campaign for mayor. He is a marijuana activist (he has run for the Marijuana Party in the last two federal elections) and is a minister in the pro-pot Church of the Universe. This will be Ethier's third run at the mayor's seat in West Nipissing. He finished a distant third in 1998 and got a total of 63 votes in 2003.
