CANNABIS SURPRISE

Sir: How can it be that cannabis use has declined (report, 14 
October)? The drug-war cheerleaders warned everybody that cannabis 
use would increase substantially if the laws against its use were 
liberalised. Perhaps it's because the lure of "forbidden fruit" has 
been removed.
