The problem with so-called recreational cannabis consumers is they 
can work and that equals more income. Supply and demand comes into play.

The recreational consumer can afford higher prices, driving the price 
up on the black market. The medical-needs cannabis consumers have to 
compete in the same black market with much less income and less 
product to choose from as a result.
