Washington is mulling the application of sanctions against those nations, though the U.S. State Department report which was filtered to the newspaper the New York Times doesn't specify what type. The list also includes Bolivia, Afghanistan, Bahamas, Brazil, Colombia, Ecuador, Guatemala, Haiti, India, Jamaica, Laos, Mexico, Myanmar, Nigeria, Pakistan, Panama, Paraguay, Peru and Venezuela.
