It seems this move was necessitated by the number of incidents involving crackheads invading the dumpsters. Have I got this right? This is the best municipal hall can do, fine the victim and ignore the dopeheads? Is this Mayor Gordy Robson's brand of justice? Is this how he intends to clean up the downtown area?
