The tough bylaw, when it passes at council's next meeting, establishes penalties that could reach as high as a mortgage when the illegal operations are uncovered. The primary aim of the bylaw is to warn landlords and property owners about the penalties faced if they don't keep tabs on tenant activities, or if they decide to get involved in producing illegal drugs.
