Late Wednesday afternoon the officer, a member of the force's marine unit, was leaving his boat at a dock and spotted the car parked on Harbour Road and full of smoke, police say. The officer approached the vehicle and made contact with the occupants. Police say a woman in her forties accompanied by her daughter, in her twenties, were inside the car smoking marijuana in advance of a Nickelback concert at Centennial Park in Sarnia, part of the Bayfest festival.
