HOW WAS GROW HOUSE ALLOWED TO BE BUILT?

The "monster" marijuana grow house reported on in the paper this week 
was built in 2007 without bedrooms, and with extensive wiring to 
steal electricity from FPL, three 5-ton air conditioning units, a 
large propane generator and a 700 gallon nutrient water tank.

What normal family would use these accommodations?

When the home was being built, who signed off on the inspections and 
who signed off on the certificate of occupancy?
