A GOOD INVESTMENT

Your Needle Exchange program in the City of Ottawa is getting a 
failing grade. Good intentions are there to help prevent the spread 
of disease from a habit that is almost impossible to stop, so let's 
add some control measures.

Either stop the exchange program or go to retractable needles only 
for this program. I understand these needles cost more, but certainly 
they are a good investment to protect the innocent children who pick 
them up. It does not sound like things are going to change, however, 
you are hiring personnel to do needle clean-up sweeps.

If I were a taxpayer in Ottawa I would want the city to place its 
logo on the free needles. That way you can truly measure how well the 
exchange program works and how many are being left in playgrounds for 
children to unfortunately find.
