MORE DANGEROUS

Monitoring consumption of unusually high levels of hydro might seem 
like it is chasing away grow-ops.

But it would be folly to think this policy is succeeding.

Targeting growers who actually pay for the power they use will only 
succeed in a higher percentage of growers bypassing power meters to 
avoid detection.

This will create a more dangerous situation -- and the cost of the 
additional stolen electricity will be passed on to other consumers.
