NEEDLE EXCHANGE ALTERNATIVE

On a recent trip to France, in the city of Nimes, we happened upon a 
needle exchange. It was a device resembling one of the machines 
dispensing parking tickets in city parking lots. When a user placed a 
used syringe in a drawer on one side, a token was dispensed. Placing 
the token in a slot on the other side delivered a fresh syringe. 
There was no evidence of used paraphernalia on the street, no crowd 
of people waiting in the area for the doors to open and it was in a 
fixed location. It also looked inexpensive to maintain. Could this be 
considered for use in Victoria?
