The metaphorical war on drugs cannot be won. Who is going to surrender
and sign the peace treaty?

Re-legalization is the only way to eliminate drug cartels and drug
dealers as we know them today.

Law enforcement didn't eliminate the alcohol cartels --
re-legalization of alcohol did.
