PROHIBITION, CIRCA 2009

The approaches taken by fire services in Niagara Falls, Ont., and
Surrey, B.C., aimed at driving grow ops out of business, put public
safety above criminal prosecution. The criminal justice system simply
does not have the capacity nor resources to curb this country's
burgeoning pot trade on its own. The problem stretches police
resources and overloads the court system - without even coming close
to solving the problem. The administrative approaches used in Niagara
Falls and Surrey protect the public by disabling these dangerous
operations, and imposing swift and certain consequences on their
operators. These are models that should be considered by other
jurisdictions across the country.
