His officers report an increasing number of such finds hidden in washrooms near the second-floor courtroom in Port Hope, Police Services Board members were told at their most recent monthly meeting. The chief recounted a particular instance when the "Kinder Surprise capsule" contained compressed tobacco, a condom and lubricant. The prisoner would use the latter two items to "secrete it in his anal tract and sell the tobacco in the jail." "Due to the ban on smoking at provincial institutions, that much tobacco can be sold inside for about $200," he said.
