Note: Parenthetical remark by the Sun editor, headline by newshawk.

Bill C-15, which promises mandatory jail time for growing as few as
six marijuana plants, will surely exacerbate Canada's gang problem.
The bill is ostensibly aimed at gangsters and other drug dealers, but
we all know police go after the low hanging fruit: neighbourhood
basement pot growers. Even if the gangsters are the only ones targeted
and punished under C-15, the last thing our prisons need is more
overcrowding. The solution is simple: legalize and regulate drugs and
rob thugs of their profit. That might cause crime to go down, as it
has in the Netherlands.

(Alas, the solution doesn't suit a lot of political needs.)
