In addition to approving a request for proposals, city council has also approved a covenant respecting land use for the site at 530 Columbia St. The covenant prohibits the use of the property for a number of land uses deemed to be incompatible with the city's intention for the heritage building. Banned uses include a beer bottle depot, tattoo parlour, food bank, drop-in social centre, halfway house, homeless shelter, jail or detention centre, massage parlour with unregistered staff or escort service. It also won't be used for a hall, lodge or clubhouse for a motorcycle club, recycling depot, cabaret, abortion clinic or methadone clinic. Other prohibited uses include a treatment and rehabilitation centre for drugs, alcohol or criminal activity, gentlemen's club, sex show, nudity theatre or similar business.
