On the contrary, police crackdowns ensure business for the drug market. How? Many of the wildly profitable drugs out there cost pennies to produce and sell for a thousandfold more, with no taxes or safety controls. Whenever one, or 20 dealers are removed, 25 move in, sometimes "competing" for territory. I bet those still dealing in secret were making massive profits due to all the busts.
